Sheltered and day options offer a more protected setting, often with a group, but are rarely paid work in the open labour market. In the UK today the policy direction favours supported employment, yet the right choice depends on the person, their goals and what is available locally.</pee>
<pee>This article mainly describes the system in England. Scotland, Wales and Northern Ireland have their own organisations, schemes and legislation, and we flag the main differences where we can.</pee>

Key points

Supported employment follows a “place, then train” approach: the person starts a paid job and receives coaching on the job.

Traditional sheltered factories are now rare in the UK, but day services, supported businesses and work-like activities still exist.

In England, routes in include the Jobcentre, local supported employment services, supported internships for young people with an EHCP, and Access to Work.

Day opportunities are usually arranged through a local authority care needs assessment, not the Jobcentre.

The two options are not mutually exclusive: many people combine or move between them over time.

What is supported employment?

<pee>Supported employment is a way of helping disabled people get and keep paid jobs in regular workplaces. It is built on a simple idea: most people learn a job best by doing it, so support is provided in the workplace rather than in a long programme beforehand.</pee>
<pee>In practice, a supported employment service usually does several things:</pee>

talks with the person about their interests, strengths and the kind of work they want;

finds employers and matches the person to a suitable role, sometimes by “carving” a job from a larger one;

provides a job coach who helps the person learn the tasks, the routines and the workplace culture;

supports colleagues and managers, for example on communication or reasonable adjustments;

gradually reduces support as the person becomes confident, while remaining available if things change.

<pee>It is used by people with a learning disability, autistic people, people with mental health conditions, people with an acquired brain injury and many others. The person is normally employed by the employer and treated like any other member of staff, with a contract and employment rights.</pee>

What are sheltered work and day options in the UK today?

<pee>The phrase “sheltered work” is more familiar in some other countries than in Britain. Historically, the UK had sheltered workshops and the Remploy factories, which employed disabled people in segregated settings. The Remploy factory network in Great Britain closed in the early 2010s, and large sheltered factories are now uncommon.</pee>
<pee>What remains is a mixed picture, and the terms vary from one area to the next:</pee>

Day services or day opportunities: activities, skills sessions and community outings, often organised or commissioned by the local authority and run in a day centre or community hub.

Supported businesses and social enterprises: organisations such as cafés, gardens, print shops or craft workshops that employ or involve a high proportion of disabled people. Some pay wages and some offer work-like activity with a different status, so ask about this.

Work-like activities and training placements: structured sessions that build routines, confidence and skills, sometimes as a stepping stone towards other work.

Volunteering and work experience: unpaid by definition, and often used as a first step.

<pee>Quality varies: some settings are inclusive and person-centred, others more routine-based. Visiting is the best way to judge.</pee>

What are the main differences between the two?

<pee>The table below gives a simplified comparison. Real services vary, so treat it as a guide to the questions you may want to ask.</pee>

Feature

Supported employment

Sheltered and day options

Main aim

A real job in an ordinary workplace

Meaningful activity, routine, skills and social contact

Setting

Mainstream employer, working alongside colleagues with and without disabilities

Day centre, community hub or specialist workshop, usually with other disabled people

Pay and status

Normally employed, with a contract and employment rights

Varies: some paid roles, many activities that are not paid employment

Support model

Job coach, employer adjustments, support that fades over time

Staff on site and a structured programme

How you access it

Jobcentre, local supported employment service, supported internship, Access to Work

Local authority care assessment, support plan, sometimes a personal budget

Best suited to

People who want paid work and can benefit from coaching and adjustments

People who need a more protected setting, or who are not yet ready or able to work

What are the advantages and limits of supported employment?

<pee>Advantages</pee>

It offers real wages, real colleagues and a sense of contribution that many people value highly.

It can build independence, confidence and everyday skills, such as travel and managing money.

Support is individual and moves at the person’s own pace.

Employers get help finding the right fit and understanding adjustments, which can make the job last.

<pee>Limits and challenges</pee>

Availability varies a great deal between areas, and waiting lists are possible.

Finding an employer who is willing can take time, and not every attempt will succeed.

Moving into work can change benefits, so it needs planning.

Some people with high support needs may find that workplace demands, such as noise or pace, are tiring even with adjustments.

What are the advantages and limits of sheltered and day options?

<pee>Advantages</pee>

A predictable, structured environment can feel safe, particularly for people who find change or busy places hard.

Staff are trained to support complex needs, including personal care and communication.

Friendships with peers can matter greatly, especially for people who are otherwise isolated.

They can be a stepping stone: confidence and routines built here can later support a move towards work.

<pee>Limits and challenges</pee>

Opportunities to earn a wage, build a career or mix with the wider community may be limited.

Day services have faced budget pressure in many areas, so provision can change or reduce.

Some settings can become a long-term default rather than a choice, which can limit ambitions.

Work-like activity that is unpaid may not carry the same rights as employment.

<pee>A useful question to ask any service: “What happens next?” Good services, whether supported employment or day opportunities, can describe how a person might progress, try something new or gain more independence over time.</pee>

How do you access supported employment in England?

<pee>There is no single front door, which can feel confusing. These are the most common routes in England:</pee>

Jobcentre Plus: if you claim certain benefits, you can ask to speak to a Disability Employment Adviser, who can explain local employment programmes and signpost to specialist providers.

Access to Work: a government scheme that can contribute to the extra costs of working because of a disability or health condition, for example a job coach, specialist equipment or support with travel. You usually apply once you have a job offer or are about to start. Northern Ireland has its own version.

Supported internships: structured, work-based study programmes for young people with an Education, Health and Care plan (EHCP), usually delivered with a college and an employer. They are designed to lead to paid work. Ask your school, college or local authority SEND team.

Local supported employment services: often run by charities, social enterprises or the local authority. Your local authority’s “local offer” for SEND or its adult social care pages may list them.

Employer-led routes: many employers sign up to the Disability Confident scheme, which can be a good place to start a conversation about adjustments.

<pee>In Scotland, Wales and Northern Ireland, the programmes and names differ, and some employment support is devolved. Your local Jobcentre or council can explain what applies where you live. Organisations such as the British Association for Supported Employment (BASE) also publish information on good practice.</pee>

How do you access day opportunities and sheltered settings?

<pee>In England, adult social care is the usual route. Under the Care Act 2014, an adult who appears to have care and support needs is entitled to ask their local authority for a needs assessment. If the assessment shows eligible needs, the council must meet them, and a support plan can include day activities, meaningful occupation or support to access work and community life.</pee>

Ask for an assessment. Contact the adult social care team at your local council. Carers can also request a carer’s assessment.

Talk about outcomes. Explain what matters to the person, such as friendships, learning new skills, or working towards paid work.

Look at the options. If the person is eligible, ask whether they can have a direct payment or personal budget to arrange support in a way that suits them.

Visit before you decide. Check staffing, activities, atmosphere and how people are treated. Registered care services are inspected by the Care Quality Commission (CQC) in England, but not every day activity falls under CQC regulation.

<pee>Wales, Scotland and Northern Ireland have different laws and processes for assessment and funding, such as the Social Services and Well-being (Wales) Act 2014 and self-directed support in Scotland. The principle of an assessment followed by a plan is broadly similar, but the details differ.</pee>
<pee>For young people with an EHCP, which can continue up to age 25 in some circumstances, the annual review is a good moment to discuss employment, college or day options.</pee>

How does work affect benefits, pay and rights?

<pee>This is often the biggest worry for families, and it is a fair one. A few general points help:</pee>

Paid employment means employment rights. An employee is generally entitled to at least the relevant National Minimum or Living Wage for their age and to protections under the Equality Act 2010 in Great Britain (Northern Ireland has its own disability discrimination legislation). Unpaid volunteering and some training placements do not give the same entitlements.

Different benefits behave differently. Some disability benefits, such as Personal Independence Payment (PIP) in England, Wales and Northern Ireland, do not depend on whether you work. Means-tested benefits such as Universal Credit usually change as earnings rise. Scotland has its own disability payments.

Work trials and short hours can be built up slowly. A gradual start can help you test what works before committing to more hours.

Get a benefits check first. Independent advice from a benefits adviser, Citizens Advice, a disability charity or the Jobcentre can show how a particular job would affect your income and housing support.

<pee>If someone pays a person for activity but treats them as a “participant” rather than an employee, ask directly what their legal status is, and take advice if unsure.</pee>

How do you choose between the options?

<pee>There is no single right answer. These questions can guide a conversation between the person, their family and professionals:</pee>

What does the person want, in their own words? Money, a role, friends, routine, a chance to learn?

What has worked or not worked before, in school, college, placements or volunteering?

What support does the person need to stay safe, comfortable and well at work or in an activity?

How would travel work, and does the person need support to travel independently?

Is a mixed approach possible, such as some paid work alongside day activities?

<pee>Our advice: try before you commit. Work experience, a short placement or a taster day in each type of setting often tells you more than a brochure. It is also fine to change your mind: choosing day opportunities now does not close the door on paid work later, and a job that does not work out does not mean you cannot try again.</pee>

How can cognitive activities support work and daily life?

<pee>Whichever route a person chooses, everyday thinking skills such as attention, memory, planning and flexibility matter. Short, enjoyable cognitive activities can be one small part of preparing for a placement, a job or a day programme. They are not a requirement for working, and they do not replace job coaching or professional advice, but they can add structure to a daily routine.</pee>
<pee>DYNSEO offers resources that fit this purpose:</pee>

CLINT is a brain-games app for adults, with short activities that exercise attention, memory and reasoning. What matters is that the person wants paid work and could benefit from tailored, on-the-job support.

Do sheltered workshops still exist in the UK?

Traditional large sheltered factories have become rare, and the Remploy factory network in Great Britain closed in the early 2010s. Some supported businesses, social enterprises and day services still offer structured, workshop-style activity, but the national policy direction favours mainstream paid work with support.

Will working affect my benefits?

It can. Some benefits, such as Personal Independence Payment, are not based on whether you work, while means-tested benefits such as Universal Credit usually change as earnings rise. Get a personalised benefits check before accepting a job so you know what to expect.

Who pays for a job coach?

It depends on the route. Access to Work can fund a job coach or other workplace support for eligible disabled people, and some supported employment services are commissioned by local authorities or funded through government programmes, so they are free to the individual. Always ask what is covered before you start.

Can someone try supported employment and still use day services?

Yes. Many people combine a few paid hours with day activities, or move gradually from one to the other. Tell your social worker or care coordinator so that your support plan reflects the change.

Sources

GOV.UK: Access to Work, Disability Confident, Personal Independence Payment and Universal Credit guidance

GOV.UK and the Department for Education: guidance on supported internships and Education, Health and Care plans (SEND Code of Practice)

Care Act 2014 and statutory guidance on needs assessments (England)

Equality Act 2010 (Great Britain) and the Social Services and Well-being (Wales) Act 2014

Care Quality Commission (CQC): information on registered services in England

British Association for Supported Employment (BASE) and your local council’s adult social care pages

<pee>Updated: November 2026.
